One quick question, is it better to apply at KL Thai Embassy or Penang Thai consulate??
I emailed and the Penang Thai Consulate replied me faster and told me it would take 5-7 working days. I am Pakistani Passport Holder as well.
And seen many posts about people who have long waiting time when applied in Kuala Lumpur KL.

On the new page scroll down to “visa application form”, then scroll down to “If you travel on a passport of the country in this list, please click here.” And click on the blue link for “click here”. Not the same version I shared above, but the exact same information.
I believe Pakistani nationals can only apply via the Penang Thai consulate if they have residency in Malaysia. If not, you have to go through the embassy in KL. Also, I believe Pakistan is on the list of countries that the embassy says will take 4+ weeks to process. So it will be a slow process for you, unfortunately.
Anonymous participant - This poster from two days ago, is an Indian national. They canceled his/her application because he/she isn’t a resident of Malaysia. So I looked it up on their webpage and sure enough, they supply a list of countries that can not apply via Penang, unless they are a resident. So, your response from the consulate is correct, it takes them 5-7 days to process, but they wouldn’t process your application, unless you are a resident of Malaysia (living &/or working there).
Anonymous participant - As an FYI, the KL embassy website says this. This is part of the evisa instructions page. Since evisa is new, much clearer than the instructions on Penang website that were older (I believe you said 2018).
Anonymous participant - Did you tell them you were Pakistani? If you are not a national on the list below , or if you have Malaysian residency, Penang can process within 5-7 days. Do you have residency in Malaysia? Search this page. Someone, I believe Indian, had their application canceled after applying via Penang, because of this topic (lose your application fee along with the cancellation)
Anonymous participant can you share their response? I would email them again, double confirming the residency requirement, because it clearly says opposite on their webpage, someone had their application canceled a few days ago, and it would be bummer to lose the 10k application fee
Anonymous participant sorry, I was confused, as you said he told you 5-7 days but didn’t see that. The response seems to focus on the finances. It is possible that the responder didn’t even notice your nationality and/or visa type. Again, suggest to email again before potentially loosing money.
