Is a PDF request letter from the Dutch Embassy sufficient for a visa extension in Koh Samui?

Friend of mine got the letter from Dutch Embassy as a PDF saying the following:

REQUEST FOR FACILITATTON OF VISA EXTENSION DUE TO COVID.lg OUTBREAK

....but because of an epidemics of Coronavirus disease 2019 (COVID-19) causing him with non-ability to return to the Netherlands under his schedule. He is therefore seeking for an extension of a permit of stay in the Kingdom of Thailand......

They send this as a PDF. Is this enough to visit immigration at Koh Samui or do they not accept copies?
