TLDR : Answer Summary
The consensus among commenters is that a passport number is not required on vaccination proof for entering Thailand. Various experiences indicate that vaccination certificates from different countries, such as Scotland and the UK, have been accepted without a passport number. However, it's noted that requirements may vary based on the country of origin.

It all depends on the country you are applying from. That embassy approves the paperwork and knows what is issued in that country.

The vaccination certificates issued by the Scottish Government do not contain your passport number. We had no problem getting our visas or entering Thailand last month.
