TLDR : Answer Summary
You can apply for a new OA visa or extend your existing OA visa in Thailand up to 100 days before its expiration. It's beneficial to leave and re-enter Thailand right before the visa expires to receive another year of validity upon re-entry, provided your insurance is valid for that duration.

If it's before the enter before date, you should be able to leave and comeback and get another year when you enter.

Are you looking to apply for a new OA visa in your home country, or extend your existing OA visa inside of Thailand?

Also most people get 2 years out of an OA visa. Since you are stamped in for 1 year every time you enter before the visa end date, you can leave and re-enter Thailand right before your visa expires. This will get your stamped in for another year (or as long as your insurance is valid, if less than a year).
