You are absolutely correct... This is from my current passport. Altogether they wasted four entire pages of my new passport. On my old passport the (now voided) re-entry permit was placed the 'usual way' horizontally

are they flexible with the placing, as in can they rotate it 90 degrees to fit a smaller space?

My last one was squeezed in, at 90 degrees, on the page opposite the associated extension. They did it off their own bat; not at my request.
