TLDR : Answer Summary
U.S. citizen tourists can enter Thailand without an online application post-COVID and will receive a 30-day visa exemption stamp upon arrival.

No

US citizens do not qualify for visa on arrival, they qualify for visa exempt. You don't need to apply for anything to receive the 30 day stamp.

I can just buy a flight ticket and arrive and get a visa exempt?

Yes. But if you don't have a flight out of Thailand within 30 days, your airline might not let you board your flight to Thailand.
