My Multiple Tourist Entry Visa 6 months already expired but i still can stayed until end of April. After that i return to States and how long i can reapply for a new one come back to Thailand?

You can probably apply the moment you get back to the states. Whether they will grant you one or not who knows. And even if they do grant you one who knows if thai immigration will let you enter on it
i was thinking i will remain in the States for 9 months before i apply for a new one . I got all proofs for medical purposes for the whole trips, medical bills and next year appointment letter from doctor!
it depends on your goal. I am living in Thailand now on nonO age 50+ retirement visa with one-year extension and multiple entry permit. Unlike the visa you had, I don’t have to keep leaving Thailand every 60 days (or 90 if I want to ask for extension)

That'll be up to the embassy or consulate, and may depend on how you used your previous one. As you stayed nearly 9 months, I don't think they'll issue a new one right away.
