Can I still apply for a Multiple-Entry Tourist Visa (METV) for my trips to Thailand?

3 years ago I stayed 5 months and had a multi entry 6 months visa, is it still possible to apply for one of these? I am going for 3/4 months, but doing trips to Laos and Singapore
