TLDR : Answer Summary
Yes, if you have a Multiple Entry Tourist Visa (TR M), you can extend your stay after the initial 60 days. Each entry allows for a 60-day stay, which can be extended for an additional 30 days based on tourism.

TR M? I guess that is short for the Multiple Entry Tourist Visa.

Yes, each entry made with the Multiple Entry Visa gives you 60 days of stay and can be extended once with another 30 days based on tourism.

and if after 60 days (with or without a 30 days extension) I go to Vietnam for a few days and back to Thailand would I be stamped for another 60 days ?

As long as the visa is valid, check the date valid until or enter before date ON the visa, you get 60 days on entry.
