, everyone gets 30 day extensions I highly doubt you've got 29 or 28 day extensions.

What they are saying is in Chiang Mai you can APPLY for a new extension when you have 45 days or less left on your current entry stamp

I always get 30 days extension of my 2 month SETV ,sometimes 28 or 29 days.

Does it depend on nationality?

Phuket, Chang Mai and Bangkok allow you to apply 45 days before the Admitted to Stay date.
