I am moving to Chiang Mai on Aug 1. I am on second year of OA retirement visa, which ends on Sep 22. Does anybody know how early I can apply for year extension there and requirements?

So in your case; with a stamp expiring on the 22 of Sept the soonest you could apply would be any time after the 8th of Aug
