TLDR : Answer Summary
The new rule regarding the 2 x 60-day entry limit in Thailand operates based on the calendar year, not from the dates of the last extension. This means the counting starts from January 1st and runs through to December 31st, affecting the ability to re-enter Thailand on visa-exempt entries.

There's no mention of years in the latest guidelines so there is no reset. The guidelines are all about people spending to long inside Thailand on visa exempt entries which are only for short term tourism. Normal tourists won't be affected, others should get an appropriate visa.
