Im from Israel and i plan to get the visa on arrival of 30 days and then to extend in emigration 30 days more then to leave to laos and come back and get again the visa on arrival

Can somebody tel me

What is the law regarding the total number of days per year that a tourist is allowed to stay in Thailand per year and how many times a turist is allowed to leave and enter Thailand per year? Is it a calendar year?

There are no written rules about the limit on how many days MAXIMUM you can stay in Thailand on which type of visa/extension.

There is a limit of two times per calendar year for visa-exempt entries by land/sea borders.

There is no limit to visa-exempt entry by air. But it all depends on the immigration officer who handles your entry at passport control at your entry point if your entry is approved or not.

BTW, as you are Israeli, you entered Thailand on visa-exempt without a proper visa, not a visa on arrival.
