In the FILES section on the left of this group there are two pdf's that outline how to do it inside the country

They are titled

ChangevisatoNon-Bdocs.pdf

and

Mr Tod, I have another question for my Chinese Passport friend, He wants to obtain a Tourist Visa , is it true that Chinese Passport holder needs to wait for long days before having Tourist Visa (60-day) approval?

You go to the Immigration Office in your area and ask if it is possible and if yes you ask the hand out with the requirements. Not every office in Thailand is allowed to convert and have their own specific requirements.
