While it is great pointing out that Malta passport holders can buy a 15 day Visa On Arrival when they land here for 2000baht the O/P said they're coming here for a MONTH
Seeing as you can't get anything more than a 7 day extension denied stamp for 1900baht on that visa on arrival it is NOT a viable way for them to stay the time they want
They can apply for a single entry tourist visa ONLINE, using the eVisa website just like I linked to and when you select Malta as your nationality and as your country of residence it lets you apply online and automatically selects the Athens Thai Consulate where they process the application and then send the email approval back to the applicant
