How can I extend my passport and address an overstay fine in Thailand?

As a result of advice from hee yesterday my daughter in laws NZ passport now been extended to dte of her passport expiry (Nov 2020). She was fined for overstay though, and needed her pic of the tabin. Now she can apply for NZ passport renewal as the passport will not have enough validity to travel by mid May.
