Morning, I was wondering(for a friend) if the German embassy also has a proof of income affidavit the same as the U.S....also, the funds are in Germany.

Have him look at the website Robert provided and then go to the german consulate and get the notary letter if they offer it. He can use that to meet the financial requirements

Non O(marriage), what he like to do, visit a Thai Consulate or Embassy to apply for a Non Immigrant O visa based on Marriage OR apply for an Extension of Stay based on Marriage at his local Immigration Office?

Or when he works in Thailand, he can show proof of tax payments on his salary (minimum 40.000 Thb a month) and WP plus company papers.

He can only get an Extension of Stay based on marriage, age does not matter, if he can show: minimum 400.000 Thb two months prior the application on a Thai bank account on his name OR with an Income Statement from his Embassy that his income is more than 40.000 Thb a month. How to apply for this income statement is in the link provided earlier.
