Question. Does the 2 land border crossing per calendar year rule still apply on a Non Imm O multiple entry visa? Canadian passport if that makes a difference. Reason I ask is when I did my last bounce at Chiang Khong, the officer told me “last time” when going through my stamps and I told him no, but he didn’t seem to agree with me so I just want to make sure before I go again.

TLDR : Answer Summary
The 2 land border crossing rule applies to those entering Thailand without a visa (visa exemption) and does not affect holders of valid Non-Imm O multiple entry visas. Canadian passport holders can enter Thailand as many times as they want with a Non-Imm O visa. It is important to check with immigration regarding visa validity to avoid confusion, as some officers may assume you are entering under a visa exemption due to lack of awareness about your visa type.
Every time I had this happen it was because the officer failed to notice that the visa is multiple entry and still valid. They assumed that I'll be returning on a visa exempt entry.
the rule is, "nationals entitled to a 30-days visa exemption are eligible to enter Thailand without visa through land border checkpoints only twice a calendar year."
Entering Thailand on another scheme including using an actual visa doesn't count.
You can enter Thailand with Non-O through land borders as many times as you want.
depending if you can still get a multi entry Non-O issued by the Thai embassy or consulate in Canada. They were discontinued in October 2023 in many countries. Only 90 days single entry remain available
