TLDR : Answer Summary
Robert's friend needs to leave Thailand before the company can apply for the Work Permit (WP). After exiting, he should send a copy of his exit stamp to his employer, who will then apply for the WP on his behalf. The process requires the original documents to be sent to him in Penang, which he will use to apply for his Non-Immigrant B Visa. The time frame for this process is uncertain due to the number of parties involved.

Actually in most cases an email or fax of the successfully submitted WP. 3 Application and the Labor Ministry Verification Letter will not suffice. In most cases these two documents have to be the originals sent to the B Visa / WP Applicant by International Express Mail

he has to leave Thailand, send a copy of his exit stamp to his business partners, they apply for the Work Permit, when all in order the get the WP3 form and a letter from the Ministry of Labor, send that to him in Penang. He use all the documents to apply for the visa and picks it up the next working day in the afternoon. How long it takes to e-mail a copy to your partners, get them to visit the Ministry of Labor, have all documents to apply in order and send the form to him, I can not tell you To many people involved who have to work.

My experience is hand over the application and when all documents are there, get the WP3 form directly. But if it took 10 days for you, it must have to be very busy in that office.

the Wp3 application can take 5 to 10 days for approval. The Wp3 certification letter must be the original letter when given to the embassy . During this whole process, the applicant must remain outside Thailand.

If he use the application method for foreigners who are abroad, the foreigner has to be abroad and not making the application by himself at the Ministry of Labor.
