My friend had a single entry tourist visa which he extended for 30 days by doing a overland border hop. Does that count as one of the 2 border hops allowed per calendar year?

If he has Russian passport, he entered on visa waiver based on bilateral agreement, he would NOT be applied TWO times limit of entering Thailand on visa exempt scheme by land.
It means technically he is allowed to enter Thailand by land unlimited times.

Your friend DIDN'T extend his single entry tourist visa by border bouncing.
He could have went to the immigration office extended the tourist visa by 30 days for 1900baht
IF he bounced out and back in at a border he got a NEW entry (that had NOTHING to do with his early tourist visa) and YES it did count towards one of the two 30 day visa exempt entries he can get in a calendar year (Jan 1 - Dec 31)
