Can I apply for a METV or SETV in a neighboring country if I am turned away from Thailand?

Hello..

I have been coming to Thailand every other month for 5 years. Only using the visa exemptions. Never had a proper visa.

I do get asked question often. But always have the necessary stuff. Money, onward travel, rental agreement etc.

Should one day I be turned away. Would I have to travel to the UK to obtain a METV or SETV. Or could I fly to a neighbouring country and apply there? If so, where would you recommend, I would turn it into a short holiday.
