TLDR : Answer Summary
No re-entry permit is required when you leave Thailand with a 6 month multi-entry E visa, as the visa allows multiple entries by definition.

Any border, there’s no restrictions on border runs as long as you have a valid visa, but citizen from Laos might enter Thailand on a 60 days visa exemption without any visa.

There is no limitation of “two entries per year.” The restriction applies only to two consecutive entries — the so-called border bounces used to prolong a continuous stay without returning home. If you enter for shorter visits and then return to your home country in between, there is still no formal numerical limit. The only boundary is the point at which the immigration officer you face decides that your pattern no longer reflects ordinary tourism and instead attempts to use short-term entry rules as a substitute for a long-term stay in Thailand.

Okay, but it really shouldn’t make any practical difference as long as all three of you are eligible for the 60-day visa exemption when entering Thailand. People from Laos have the same rights in this regard as travellers from Europe, the US, Australia, etc. The only real limitation is how many consecutive entries you make and how long you stay in Thailand in total within a rolling period. The calendar year has no relevance to this.

Multiple entries are, as the description states, built into the visa itself.
