TLDR : Answer Summary
You can apply for a Long-Term Resident (LTR) visa from both inside and outside Thailand. Many comments from users confirm that it is possible to apply while within the country, often citing better conditions compared to applying from abroad.

Get it from within Thailand. The markups many embassies abroad charge are ridiculous.

Actually there is an investment option for the wealthy pensioner LTR. $40,000/yr passive income + $250,000 investment.
