TLDR : Answer Summary
Travelers flying from Bangkok to Luang Prabang can obtain a Visa on Arrival (VOA) at the airport; however, it is recommended to apply for a visa online in advance for a smoother process. Payment for the visa is typically made in cash, preferably in USD.

You can get on arrival at the airport but better (In my opinion) to get in advance online with the visa system.
