Can I switch from a Visa on Arrival to a Non-B visa in Thailand and can my family member apply for a Non-O visa simultaneously?

Hi

I would like to get a non b visa. I am holding an Indian passport and right now I have come to Thailand on "visa on arrival"(VoA).

Is it possible to do a border run to Laos and change my visa to non b?

I would also like to know, if my family member can get non o at the same time I apply for non b, without getting a work permit for me but just non b.

Hoping for reply. Please help me in this regard.
