you were indeed lucky. A TM.30 has to be filled out and turned into the immigration office within 24 hours of you taking up residence in the area where that office is.
It all comes down to whether you are going to go to the immigration office for anything while you're staying in their "zone". Samut Prakan is hella hard on a TM.30 and if you are going to get an extension, a resident certificate, etc from them you'll need to have filed a TM.30 on time or get the fine for not doing it.
Bangkok immigrations doesn't care all that much about people on 30 day visa exempt entries OR tourist visa entries.
Like Robert said, by law you're supposed to, but if you're NOT going to the immigration office for anything I would just "forget to do it"..
If you're a tourist, the answer is no. The house owner (or in this case, the hotel owner and apartment owner) should file the TM30 for you. If they don't, it'll be up on them. If you need to go to immigration for anything, get a verification the TM30 is submitted by the hotel and apartment owner from a screenshot.
