TLDR : Answer Summary
Applying for a new German passport in Thailand typically requires in-person attendance due to biometric requirements like electronic fingerprints. However, some may have successfully used agents to handle the process for them. Appointments must be made online with the embassy beforehand, and necessary documentation must be prepared, including the old passport, a completed application form, a passport photo, birth certificate, proof of deregistration from Germany if applicable, and the required fee. It is also possible to apply at honorary consulates in Chiang Mai or Phuket.

There are several agents that will do all the leg work for you ( for a British passport anyway). I’d assume they do for other nationalities too. Maybe a Google search will find some.

They tend to refrain from giving out new passports without meeting the individual.
