Can a teacher from Lesotho apply for a Non-B visa from a neighboring country after entering Thailand on a tourist visa?

Good day to all. One of my friends is from Lesotho. This is a landlocked country within South Africa. And has applied for a teaching position in Thailand. She was successful in her application but was told to come over on a tourist visa and then apply for a non b visa after all her documents are given to her by the school. My question: will she be able to apply for a non b visa in a neighbouring country or will she have to come back to her home country to do it? Please note once again, she is African, and most Africans have to return home for this.
