TLDR : Answer Summary
The question asks whether the spouse needs to appear in person to finalize a visa extension after the consideration period of 30 days, or if they can authorize someone else to do it. Responses confirm that the individual whose name is on the passport must be present at the immigration office to complete the process and close out the 'under consideration' stamp.

Ben is correct. Show up in person ...the foreigner whose name is in the passport to close out the under consideration stamp.

If my memory serves me right, the person's name on the passport must return to the immigration office to close out the "under consideration" stamp.
