TLDR : Answer Summary
The consensus among commenters is that the children, who do not possess Thai passports, will indeed need travel insurance when returning to Thailand. As foreigners, they are currently required to have insurance coverage as part of entering Thailand, specifically due to the ongoing regulations surrounding the ThailandPass. There is speculation that these requirements may change in June, but up-to-date advice still suggests obtaining insurance prior to travel.

If they don’t have Thai passports then they would be entering as foreigners. Currently all foreigners need a ThailandPass and part of that is insurance coverage.
There is talk of them scrapping the ThailandPass in June but at the moment that’s just speculation.
If they enter on a foreign passport then for that entry they are not considered Thai. Regardless whether they actually have a Thai passport, birth certificate or the like.
