Do I need to show 20,000b in cash if I am re-entering the country with my first Non-B visa? (work permit process will happen after I re-enter). TIA for your advice

I have entered many exempts, on SETV's and now have multiple entries on Non O. Never been asked but I always carry it. It is habit now. You never know when they will ask.....

There is no down side to being prepared with the proof of funds which as people pointed out has to be in CASH and can't be a credit card or bank book. AND if you're flying there are no ATM's air-side (before you get to passport control from your plane).
