It was just an alternate site other foreigners could do 90 day reports at too.
I heard that Big C Ratburana (the other immigration office for Burmese, Cambodians & Laotians) are telling foreigners no more 90 day reporting there too

I went to Imperial Ladphrao for my 90 day reporting today was advised this was the last in future I have to report at Chaengwattana. Ladphrao is to become a Centre for Lao, Cambodia and Myanmar labor force reporting.
