TLDR : Answer Summary
The 90-day reporting in Thailand is only required after staying continuously for 90 days. Since the user mentioned never staying in Thailand for 90 consecutive days and always returning after a short period, the consensus from the comments is that they do not need to file a report if they have not been in Thailand for 90 straight days. Each new entry into Thailand resets the 90-day count, and the initial 90-day report must be done in person, while subsequent reports can be submitted online or by mail.

If you've been here for 90 consecutive days then yes you have to.

no that is ok. I starts when entering Thailand again.

There is only 1 thing... the first 90 days after entering Thailand, must be in person, the other ones can do by internet or mail

If you have not been inside Thailand for 90 consecutive days then there is no need to report. Every time you enter Thailand the 90 day clock restarts with the day you enter being day 1.

It's a report after 90 continuous days in Thailand. That's "Continuous" days, so if you don't stay continuously for 90 days it's irrelevant.
