1. Does it matter which immigration office (softpower)?
2. TM30 never filed, Problem?
I have the softpower Visa, do I have to go to the immigration office near my muay thai gym (Phuket) or can I also go to (Koh Samui)? I mean do they check if you actually train there?
Also I have been living with my girlfriend, that owns a house and she has not filed a TM30 in 3 months, is it a problem? Or just stay at a hotel for one night and get a TM30 from there, no questions asked?
How strict are they at the immigration offices about softpower DTVs there?
Thanks!

TLDR : Answer Summary
In Thailand, you must report your 90-day stay at the immigration office corresponding to your registered address. The TM30 form, which confirms your residence, is also essential; you cannot avoid it even if staying temporarily elsewhere, as it must be filed by your host. Engaging with a different office may lead to complications, especially when applying for extensions later, as they may check the validity of your reported address.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Serviceto get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).

You report that you are 90 days in Thailand and you als confirm your address.
You ask if it is okay if you are homeless as you do not have an address, NO, you have to confirm your address where you are registered within 24 hours of arrival at that address.
Can you do it an any of the over 80 Immigration Offices, NO as you confrim your address, you need to do this at the office where your address is registered.
About the soft power, it makes sense and sounds logic that you are near the place where you train or study. Living in Chang Mai and got a visa based on training in Phuiket does not sounds logic, but is not asked for or checked at a 90 day report.
It will be checked if you decide to apply for an 180 day Extension of Stay.
You can't shop around for offices. You file everything at the office that has jurisdiction over where you're living. You need a filed TM30 to do anything at immigration. I think you know the rules, so follow them.
