Do I need to be out of Thailand still when my husband is being added as a dependent, or can I be in Thailand and have just him be out of the country?

TLDR : Answer Summary
You do not need to leave Thailand when adding your husband as a dependent; he can be out of the country while you remain in Thailand. Only the applicant needs to be present in the embassy's jurisdiction.
