TLDR : Answer Summary
Yes, the Digital Nomad Visa (DTV) must be applied for and issued outside of Thailand, typically at a Thai consulate in another country. It is suggested to leave Thailand to apply for this visa, as it cannot be processed from within the country.
Better advice than I was told 2years ago when I had been here 2years with visa exempts, the IO saw my girlfriend waiting, lectured me 10minutes and told me to get married 🤣 next day i went to get an ED visa 🤣

Yes you must leave Thailand and apply via the Thai consulate in whichever country you travel to. You would have to do the same for a standard tourist visa
Its to bad that every country i go too i struggle to get a visa because of my age. Retired on governmental pension age 42 now
Was so much easier 10 years ago

Pompel Pilt Yeah need to be 50 for retirement visa in Thailand. The DTV is currently the best option for those under 50 Much better options that what was available previously. Long term in Cambodia is easy too.
