TLDR : Answer Summary
The current consensus among commenters is that there is no requirement for health insurance when applying for the Non-Immigrant O-A visa based on retirement at this time. However, it is suggested that health insurance may be required when extending the visa in the future. It's advisable to apply as normal, without worrying about health insurance until further information is obtained.
