TLDR : Answer Summary
The original post seeks clarification on whether insurance is needed in Thailand after obtaining an O-A visa and re-entering the country. Comments indicate uncertainty regarding the requirement, particularly following the new regulations set to take effect after October 31, 2019. One comment suggests that insurance will be necessary for all O-A visa holders, while others note the lack of clear information on when this requirement will be enforced.

The whole thing is unclear just when it actually becomes law. When some Embassys and consulates are enforcing the rule now?

I guess we need a report of someone applying in the next week to see exactly how they are moving ahead.

As i'm reading the letter, insurance is needed for every body who applies for this visa or extension of stay or entries the country after 31 Oct 2019. This is from the letter

Unfortunately you'll have to wait and find out when you exit and re-enter the country AFTER Oct 31st just like everyone who has an O-A :/

And NO I'm not being flippant or glib with my response, At this time no one has that answer.

I think what has been put in writing so far by immigration is just the opening salvo for insurance requirements. I'm sure a wider net will be cast as time rolls on.

and I would wager anyone that tells you they DO have the answer is pulling it out of their backside :O
