If you are arriving in Thailand before May 1st, whether you need a visa depends on your nationality. Many travelers from visa-exempt countries can receive a 60-day entry stamp without a visa. The mention of May 1st is relevant only to the introduction of the online Digital Arrival Card (TDAC), which does not impact visa requirements. You should fill out the TDAC within three days prior to your arrival.

over 100 countries offer a visa waiver of 30 or 60 days, plus you can extend for another 30 for 1900 baht. you don't need to do anything other than the new tdac thing, which you should fill out online 3 days prior to your trip.

There no correlation between your date of arrival and the visa.

Not if you are coming in visa exempt. May 1st is about TDAC which is online arrival information - nothing to do with visas - and is to be filled WITHIN 3 days of arrival
May 1st has nothing to do with visas. May 1st is when the digital arrival card starts. It's just replacing the paper form they used to hand out on the plane.
If you're from a visa exempt country, you can get a 60 day entry stamp before May and after May.
