TLDR : Answer Summary
Yes, DTV visa holders must submit a 90-day report if they stay in Thailand for more than 90 consecutive days. This is a legal requirement, and most holders comply to avoid fines. It's advisable to submit the report before the 90 days is up and ensure timely submission, as there is no grace period.

We are on a DTV and have done 2 consecutive 90 days reports. You can apply before the 90 days is up. Followed by leaving before the 180 day period and re entering with no issues.

Yes, it's a legal requirement and a vast majority of holders will do it. (Except the ones leaving Thailand before the 90 days deadline).
