TLDR : Answer Summary
The discussion indicates significant challenges for foreigners with a DTV visa attempting to open bank accounts in Koh Samui. Recent reports suggest banks are tightening regulations, leading to account closures and increased scrutiny due to criminal activities associated with some foreign accounts. Several users have reported unsuccessful attempts at multiple banks, with some suggesting alternative methods like using electronic wallets. The sentiment leans towards advising caution when pursuing traditional banking solutions.

I’ve tried TTB Chaweng, Bangkok Bank in Nathon, no one accepted.

Only one agent proposed me to open an account for me, but for 15k/20k baht.

Which you'll carefully consider knowing that the actual crackdown and closing of accounts comes from the amazing work of agents. Agents are here to make quick money but not to provide you with a legal long-term solution.

They are cracking down on criminal activity relating to many foreigners Thai bank accounts, majority are genuine but it means the minority have made it difficult for the law abiding rest.

Thailand as always, cracking down on criminals but only makes problems for everyone else while criminals have no issues whatsoever

Low probability at the moment. They are currently even closing accounts. Probably better to go with true wallet for now.

משתתף אנונימי ‏867‏ read that the policy has changed and that it’s now possible to open one, but in reality, I went to all the banks in Koh Samui, and as soon as they heard that I have a DTV, they said it’s not possible

Now possible to open one? Huh that's the opposite. And that's what banks have confirmed. Except if you've a condo.
