TLDR : Answer Summary
Yes, you can apply for another 6 month Multiple Entry Tourist Visa (METV) after your first one expires, provided you qualify for it. However, it is important to note that the METV is not intended for long-term residency in Thailand and should be obtained while you are in your home country.

The trick of getting a METV in Australia doesn't work anymore. The border is closed to foreigners. See
Education and Muay Thai is also out of question now, with semi-closed borders

I assumed so. He is in the wrong place at the wrong time. He is strongly advised to go back to his home country ASAP

a METV can only be applied for in one's home country, most embassies or consulates in neighbouring countries don't offer it to non-residents. Given this and the fact that now all neigbouring countries stopped issueing VOA or visa-exempt entries, there remains only one way - that's the road back to the home country

AND there are very strong rumors that starting around the 22nd, you'll need insurance before you can enter by air. It's been posted in this group.

It's NOT a rumor - it's announced officially at least once, and in that announcement, it's supposed to start 21st, not 22. You need to see if the government change the announcement or not.

There is no restriction to apply for second, third..(and so on) METV. Best is check consulate where you are going to apply.

Yes, if you qualify for it. BUT it's not a visa to live in Thailand.

The borders are virtually shut down, and the old border bouncing trick is over (for now at least). I highly (HIGHLY!) recommend staying home for AT LEAST a month.
