TLDR : Answer Summary
Yes, you can leave Thailand without canceling your work permit; however, this may lead to complications if you plan to return in the future. Leaving without proper cancellation could result in fines and impact your ability to obtain a new work permit or visa upon reentry. It's advisable to cancel your work permit and visit the Immigration Office to avoid any issues.

Yes, you may be able to leave the country, but you refused to follow up the rules you signed.

IF you decide to come back into Thailand with a new visa and make a visit to the Immigration Office it could be that you get fined 500 Thb from the day your Work Permit get cancelled until the day you showed up, but with a maximum of 20.000 Thb.

Be aware that the Ministry of Labor is not very friendly and helpful to issue you a new work permit if needed as you broke the rules with this one.

Be aware that the Immigration Office is not very friendly and helpful to issue a new Extension of Stay as you broke the rules with this one.

Short visit to Ministry of Labor to cancel your work permit and then a short visit to Immigration Office and you go home with a clean sheet at these 2 offices, but it is all what you prefer.

When were you supposed to cancel your work permit?

Did it get cancelled?

You asked about it on December 23, 2019...

What has your work permit to do with your stay inside Thailand?

I guess he was not allowed to leave as he did not cancel his Extension of Stay based on working.

a Work Permit lets you work for an employer at a certain address and performing a duty as described in the work permit.

Immigration Officers at border or airport check points have no interest in your work permit
