Can Tunisians apply for a Thai visa from a different country than Laos?

Posting for a friend:

Cannot stay in laos and wait 15 days for application in Vientiane. Tried applying in Savannakhet, but I wasn't allowed because of a Tunisian passport.

Is there another place in laos from which to apply? Or try from a different nearby country??

You can go to Malaysia and get a visa from the thai consulates there; Kuala Lumpur, Penang or Kota Bharu.. It doesn't appear that Tunisians are on the restricted country list there..

I think Tunisia is one of the country where the citizens need to apply for a visa back in their home country
