IF you already have gotten a red stamp on one of the tourist visas from Vientiane you are NOT going to get another tourist visa there whether you use an agent or try on your own.
You need to either get a new passport OR try another thai consulate.
There are reports that the thai consulates in Vietnam are okay with you having multiple tourist visas in your passport and a red stamp.
At the moment....I've been having some PM's with the people that run the London Thai Embassy page via Facebook regarding the new E visa system now being rolled out in London. I'll just leave it there for now 😉

Only thing what will help is apply for a new passport, as we all know Thai Consulate or Embassy just go through the passport to count the stamps and visa. a New passport will make a fresh start for Tourist Visa applications.

Penang will be out too. Not sure regarding KL with multiple entrys and red stamps. I wouldn't bother with Manila either to be honest.

Out of former post of the same person: He has multiple Tourist Visa in his passport and on the last Tourist Visa the famous stamp: Next application could be denied. He is denied at the Consulate as he stated before, I can easily say that even with handing over your passport to an agent in Laos, you won't get the visa on an official way.

I would use "Thai visa" they pick up in onnut tesco car park. Sorry can't provide a link the owners name is claudio. I've used them.
Agencies for visas outside thailand are ok, not dodgy agencies inside Thailand :-)

As it is very easy, just visit the Thai Consulate by yourself.

Ukraine isn't on the restricted country list, you should be fine. What assistance do you think you need and why? Vientiane has a "no agents" policy, you must go physically yourself to apply for the visa. I don't believe an agent can help with anything other than possibly saving you a space in the queue.
