Can South Africans apply for a Non-O Visa in Vientiane, and do they issue Multiple Entry Visas?

Good afternoon all,

This question is for the South Africans in the group. I just found out that South Africans can no longer obtain any type of Visa from Savannahket, I use to get my 1 year non O Multiple entry from there. 

Does anyone have any experience applying for the Non O at Vientiane? 

Do they issue Multiple entry visas there?

Any info or advice would be greatly appreciated.
