TLDR : Answer Summary
To obtain a multi-entry stamp or re-entry permit at Bangkok Suvarnabhumi Airport, the person applying must be present in person, as they need to sign the documentation themselves. A friend or anyone else cannot request it on behalf of the applicant.

NOPE...the person who is applying for any Re-entry permit at BKK Suvarnabhumi Airport Bangkok MUST be the SAME person who is named in the passport and flying ✈️.

A friend cannot get it.
