Can someone else apply for a multi-entry stamp on behalf of another person in Thailand?

On a one year extension stamp based on retirement - to get a multi entry stamp - at CW - can anyone show up to request it with proper documentation or does the persin who request be present in person as well? In other words can a friend go and get it ? Thanks

NOPE...the person who is applying for any Re-entry permit at BKK Suvarnabhumi Airport Bangkok MUST be the SAME person who is named in the passport and flying ✈️.

A friend cannot get it.
