Yes, I am. But not sure this dependant visa with parent and son relationship is only for the son who aged less than 20?

Thank you so much. Mother and I will apply 60 days TR visa first. After landed, I will enroll school for 1 year studying, then, I can bring my mother to apply Non-O dependent visa, is it correct?

For getting the dependent visa, does Mother must have a bank account first?

No. No requirement for funds but you may well not get a “dependent” visa in country. She may have to travel to a local consulate overseas to get the non O. Ask at your local immigration office for their requirements. They differ from office to office.
