TLDR : Answer Summary
A European friend planning to travel from Vietnam to Thailand for three months can apply for a 60-day tourist visa (TV) in Ho Chi Minh City. It's important to ensure that the Thai Consulate is operational during Vietnam's holidays for the application process. He should also check the visa requirements for Thailand, including carrying sufficient funds (20,000 Thai baht), proof of accommodation for the initial nights in Thailand, and a return ticket when entering Thailand.

Does he need a visa for Vietnam? And ticket to Thailand from Vietnam? Check with his airline...what are their requirements?

Looks good idea. Be sure to check Thai Tourist visa requirements on the Embassy/ Consulate he will be making application. And on arrival into Thailand have 20,000 Thai baht or equivalent in CASH. His confirmation of where staying first few nights in Thailand and his return ticket booking...to show Thai Immigration if asked.

this option is easier for him rather than coming for 2 months and then making visa run

Yes it is possible. Better check if the Consulate is open during these Vietnam holidays.
