Can my brother change his m/e O visa to a retirement visa upon arrival in Thailand?

My brother just got a m/e o type visa from london. That means a 90.day border bounce. When he arives in thailand can he change at thai imm. To a m/e retirement visa (if he has all the revelent paperwork)

regarding the letter from the embassy, can anybody please post a sample ?

He can apply for a yearly extension of stay base on being over 50 (retirement) at the immigration office when he has 30 days or less left on his 90 day entry stamp (that he gets when he stamps into the country).

He would have to meet the financial requirements of either 800K baht banked in a thai bank account in his name only for 60 days before he applies OR a letter from his consulate here stating he gets 65K baht in income OR a combination of banked money and the income affidavit that totals 800K baht for the year.

seeing as he paid £125 for that visa he might as well wring all the time he can get out of it.

He should just border-bouncing every 90 days because he can get 15 months of stay out of it.
